Maybe C= also thought about that. The reason given for placing the directory in the center of the disk was that it would be less likely to be damaged. You must remember that when Commodore started making drive units for their computers, almost everyone else was using tape because "cheap" floppy drives were not very reliable. This was also the the reason for GCR encoding. Early floppy drives did not have very stable timing circuits. A long string of zeros could be misread.
