You can get the 64GS firmware from FUNET and test it on a normal C64. Like Nicolas said, all the hardware is there - only the keyboard is missing. Does the board have all connectors soldered in place (serial bus, keyboard connector)? I have a 64GS case (but no 64E board), and it looks like a normal 64E board would fit in even without removing e.g. the serial bus connector.
