Well, I asked the person back then to send me the contents of
$8000-$FFFF. I found out that $8000-$BFFF is just a mirror of
$C000-$FFFF. Thus, I assumed the ROM area was not fully decoded.

With your information, it might be the case that it is fully decoded,
but the ROM contains the same information two times.

I should add that back then, I searched primarily for things were the
addresse have changed. This was necessary in order to find out why the
cbmformat tool from OpenCBM left the disk in a bad state. It was only
later that I found out it was not the ROM addresses that were
problematic, but the usage of $14/$15 in the ROM for internal purposes.
