The keyboard in the C116 is handled by the little 6529B next to the modulator and TED (the largest IC). Also involved is the PLA (251641-02) which generates the _CS signal for the 6529B. If it's the keyboard, then it can be reworked (not fun but possible). If it's one of the ICs I mentioned, the keyboard adapter mentioned by someone else won't help you. Do you have another 264 system where you could test TED and the PLA? Do you have a scope where you could take a look at the output pins of the 6529B? Those are Pins 2 - 9.
