basic1-patch from vice in a real PET

Hi, I just extracted the patched basic1 original-roms from vice.
There are only differences from f000-f7ff (H4-rom).
I tried this in my real PET2001 (2316-roms) with a 2716 (in H4 it should
work, because cs1 and cs2 are low-active), but I even cannot load from a
2031 floppy.
open, close and floppy commands like format are ok.

Why? Any ideas?
