My thought was a variation on the latter.  Engineering wanted to do the 
unit and probably grasped at any option that might allow the unit to 
reach fruition.  If Marketing made some noise about a low cost machine 
for schools, Engineering would have quickly prototyped  up something 
that could hit that market.
