I had a chat with a friend and it seems like UNO2IEC could be a
solution. You program an Arduino Uno or clone with the right firmware,
and then run the right software on a Windows/Linux/MacOSX box, and
hook up the IEC bus to the right I/O pins on the Arduino, and then you
can use the PC/Mac as a file server for the IEC bus.

Seems to be the solution that's easiest to get a hold of (parts for).
