They kept issuing data sheets for chips that weren't used in commodore
products and there was a run of one of the c16 chips well after the
computer was cancelled. So I think MOS at least wanted to sell to other
companies.

There are plenty of companies that we've never even heard of that were
making electronics equipment, so it's going to be hard to say for sure
if they did sell to other companies.

Atari couldn't trust commodore anymore and it wasn't really in
commodore's interest to be trust worthy either.
