It can, and it has been applied.  Any IDE64 does this to handle the IDE 
drive, for example.

Though, there was no need to run the cs8900a in this project in 16 bit 
mode.  The cs8900a has an 8 bit mode.  But, when you already have the 
logic for the 16 bit read, I guess you can re-use it all over.

But, what peripherals need to be accessed in 16 bit mode?  IDE has given 
way to SD, which is a serial or at most nybble interface, and there are 
many fine newer Ethernet options with 8 bit access paths.

And, before one wonders, the same idea of store and forward can be used 
to pull in 32 bit values (4 channels), or even 64 bit values (8 
channels).  All of it, though, is probably easiest done in a CPLD nowadays.
