It has been a long time since I worked on one of these.  

First check for a mechanical problem, jammed or worn gears, jammed or
defective sense switches.

After that, the possibilities are:  defective interface chip or driver 
transistor that controls the advance mechanism.

On some of these older printers (I don't remember which), there was a
metal tab attached to the drive belt that moved the head back and forth. 
This tab tripped a sensor at the end of the carriage.  If this belt
slipped, it would not indicate the end of the carriage correctly.

Some of these printers (again, I don't remember which) used opto-electric
sensors.  A bit of dust blocking the sensor, or on a moving part that
could block the sensor, can cause the sensor to trip when it shouldn't.
Clean all the dust and dirt out of the mechanism.
