Sorry, I completely forgot about this. The 1541 starts filling 
downwards and when no empty sector found, from track 19 upwards.

But what ever is done, it doesn't jeopardize compatibility. I 
changed a 1514 ROM once telling it to start at track 1 and skip 18 
in the proces for getting a free sector. The floppy was written and 
read W/O problem. Even VICE accepted it.
