1571 troubleshooting

Hi all,
I'm trying to repair a 1571 drive, it reads fine all my 1541-written
disks, but can't format a new disk either in 1541 or 1571 mode. All I
get after a short while is a READ ERROR (21) kind of error. Do I
assume correctly that the write circuit must be faulty? Any good hint
is welcome, as I don't know this particular model, I've mostly worked
with 1541's
