SMD is a bit out of my league. The schematics, the logic equations and the software will be open source. A hobbyist-friendly version of the circuit would probably use a MC6821 PIA and some glue logic. The software requires 9 programmable output pins: 8 for ROM bank selection and 1 for disabling the ROM.
