A good check would be to compare to the code charts at
http://www.unicode.org/charts/ (I am guessing that it is Hiragana that is
used on the VIC).
And while you're at it, http://www.df.lth.se/~triad/krad/recode/petscii.html
is a good place to contribute a conversion table to... :)
