At that time, around 1984, I don't think they bought surplus stock. Being a German firm I think they bought the boards directly from Commodore Germany. If that indeed is the case, C= must have sanctioned it. AFAIK this PDC must have cost over $2500 and therefor never could be a real thread for the original C64.
